The State Minister for Kampala Hon Benna Namugwanya Bugembe has called upon all city traders with businesses in Arcades to remain calm as authorities carry on with the survey on various arcades so as to open those that will have fulfilled the setup requirements.

Addressing journalists in Kampala on Wednesday, Namugwanya pointed out that they can’t assure people on the exact date of the reopening but they will open those that hit the required standard of operation.

“As part of our agreement with various stakeholders, arcade owners who have put in place the required Standard Operating Procedures will invite our team which comprises of officials from KCCA, National Taskforce, Ministry of Health and Ministry of trade to their places for a check-up and inspection prior opening,” she said.

Namugwanya added that once this team finds that everything necessary has been implemented, they will authorize the opening of the building to start operating.

Among the recommendations that were suggested for arcades before opening include; reducing the number of people in a shop to a maximum of three, putting in place hand washing equipment and sanitizers at all entry points.

Others include clearing corridors, promoting social distancing between traders and their customers, ensuring that people put on masks at all time as well as putting in place temperature guns at entry points to check the body temperature of all people entering these buildings.

It’s now almost four months since President Museveni ordered the closure of all arcades as a preventive measure for the COVID-19 pandemic.

On the other hand, most of the traders up to now have failed to reach an agreement with their landlords regarding rent arrears for this lockdown period.

Tenants want landlords to forego rent for these months since they have not been working but landlords have insisted on demanding full payments.
